YouTube Partnership.

I recently found out that if your YouTube channel has enough video views and/or subscribers (1,000,000 views or 100,000 subscribers), you can apply for a YouTube partnership, meaning above the details of your video will be an advertisement and stuff like that, and you get payed. Pretty well. So, here is what I am trying. Well, my YouTube channel right now only has 160,000 views in total and only 34 subscribers. I wanna start a new channel, but on this one, just download other's popular videos like trailers and music videos, and re-post them. This should get more views. I don't know if it will even work, or what to do not to get my vids deleted. I wanna establish a very decent YouTube channel before I hit 18 (I am 15 currently). Any advice? Thanks.
